We would probably need them to convince those same farmers to grow some food.

nope.. both crops would compete independently with what ever competition is out there. THAT’S why they are so politically sensitive, because they would be stiff Competition for all the special interests our electorates are sucking up too for funding and finance.
the only people still believing all the rhetoric from the 30’s and 40’s hype and scare tactics of industry’s and politics back in them days are folks buying into today’s repercussions of giant prisons holding hundreds or thousands of users who’s incarceration has become ANOTHER sort of industry that would go broke and fail if the laws were changed.

Farm subsidies would still be granted for food crops. And, when it comes down to it, more people like to (and need to) eat.
