Why is marijuana legal but still illegal in California?
Why are police still arresting people for marijuana possession in California even after prop 215 and Senate bill 420 passed? www.freedomforsome.net talked about it and it seems like the government is breaking the law not the citizens.

Legal at the state level, illegal at the federal level.
Federal laws trump state laws.
California has not totally legalized marijuana. There are still a lot of rules and restrictions. People arrested by local or state police are violating those rules/restrictions that California has in place.
Because of a loophole federal commerce laws the feds can regulate marijuana.
Standard federal law trumps standard state law. California would need a constitutional amendment legalizing marijuana for being on equal grounds to federal law.
