A lot of shops will let you buy them anyway, as it’s not actually nicotine. It depends on what mood the shopkeeper is like. Your best bet for that are newsagents, or massive supermarkets if you look 18. If you live near a petrol station, try that; may work if you get a jerry-can full of petrol and say it’s for your dad!

you might need to be 18, depending on the store/laws where you live. But you can buy rolling papers pretty much anywhere cigarettes/cigars are sold. If for some reason you CAN’T find them, have someone buy you one of those bags of rollable tobacco, that come with papers as well. Generally, most gas stations sell rolling papers though. Call them cigarette papers, it sounds less like drug parephanelia(sp?) that way.
