when does the state decide to enforce federal law regarding medical marijuana in california?
medical marijuana is legal under STATE law here in california, but still illegal under FEDERAL law. so when do the cops or courts decide to enforce the federal laws as opposed to their own state laws?

Local police forces will enforce state law, unless put under direct pressure for Federal Officials, then they will obey Federal Law as happened with Bush administration.
The Obama administration has taken a more hands off approach and decided not to pressure the police (due to the democratic nature of the law directly voted in), thus allowing the police to follow State law.
With the amount of marijuana that a dispensary has, likely the DEA would do the arrest and take it to the Federal District Court system. For a user, well they might never get arrested by the DEA. There have been known cases in other States where a user would have real pot, like Blonde weed and that’s not the same as green so called Whack weed. This user could be arrested for using drug user marijuana. Such suspected activity can lead to an arrest. A good example is if the dispensary imported real high grade Black weed/Ganja from Jamaica WI, then they are done.
under the Obama administration no fed will bother you in a state that has legalized pot,
remember Obama was once a pot smoker himself. so he stated in his election campaign.
and has asked the feds to find a more useful wast of their time.
pot being used for medical purpose is just away to get high legally.
as it has no place for medical use. unlike hemp that can fuel cars ,and save trees.ETC…
pot is, and always will be nothing more than a recreational drug like alcohol and tobacco.
maybe glocoma patients might need it.
maybe we should push for LSD and mescaline. they are much more useful for medical perposes.

Cops do not enforce the Fed law, unless a warrant for a specific person is issued, then they arrest on the warrant.
When the Feds decide to enforce their law is up to the policy makers in the DEA or the local US Attorney.
In fact, someone should review last election. Medical Marijuana law in California failed and still illegal as far as everyone aware…
In general, local law enforcement does not enforce federal laws except in conjunction with federal officers, and state courts have no jurisdiction over federal offenses.
BTW, it was legalization of marijuana entirely which failed in CA, not legalization of medical marijuana which was approved years ago.
