I think it’s both the same.
It has to do with the amount of THC in medical vs. recreational. Medical has far less TCH.

Medical weed you can’t get in trouble for smoking. Illegal weed you can get in trouble for having and smoking. What I think is that its a plant so smoke up.
Medical weed is stronger because it gets to grow in the most ideal settings without the “farmer” worrying a out being caught. It’s also legal.
