They can substitute any of several dried herbs. Herbs, once dried, can look remarkably similar to each other.
A great many herbs look the same when dried. Oregano, basil, catnip, etc. All leafy green, and look very similar when dried and crushed up. You know, it’s a bit like when they substitute drinking tea for whiskey in a bar scene. You might look in some of the cannabis culture related magazines to see if anything looks familiar, as they sell stuff referred to as legal bud. However, I have no idea what they use, or if it is one product or several. I’m sure it’s an herb of some type, but probably not a kitchen herb.
