What exactly is the law concerning marijuana in california?
Im a little confused. Has the state passed legislation for medicinal use? How do you go about getting a card? Can the federal government still prosecute?

Medical marijuana has been legal–by state law–in California for years. It is still illegal by federal law, but Holder has stated that raids on the dispensaries will be a very, very low priority.
You have to have a medical reason for getting a card, and confirmation from a physician.
