The DEA’s head administrator was still the same person as under Bush when the raids occured, because they hadn’t replaced her yet. Holder wasn’t even in office yet as Attorney General when the dispensaries were raided.
So the raids were the work of the AG and the DEA head from the Bush administration, doing one last raid.
They haven’t yet replaced Leonhart as the DEA Administrator but without Holder willing to prosecute there’s no reason to believe there are going to be raids.
