No its the fact its illegal that makes it very profitable for nefarious organizations to deal with it.
Whats easier getting an entire populous to give up on Drug use and putting away these people over and over again. Or making it legal and reducing the price on the drugs.

@KurzLuppii methadone is legal. However, when its abused people get a little fucked up. Same with many hard chemical drugs. They just make people phsychotic. Cocaine and heroine were once legal, they were illegalized because the users were found to be antisocial and dangerous by society at large. Methadone is simular to heroine.
