It is illegal for minors to possess any tobacco products under the age the state has determined to be the minor age. That age is 18 for 46 of the states. New Jersey, Alabama, Utah and Alaska however make the age 19. Rolling papers are tobacco products, they should not be sold to minors but I do not believe it is illegal for them to possess them. Some legal gray area always exists in matters where the direct product is less the danger and more the inhibitor hence referring to them as paraphernalia.
