if you want it to be legal, your fight is with the state legislature, not a powerless city council. even if they passed such a law it would have no authority. under ga law a city council cannot force local police to not enforce a valid state law.

To say that we need to get off the couch belittles the efforts of voter initiatives by saying they can only be supplemented by political activism is short sighted, the legal process requires voter initiatives.
