Yes it will pass. The effect will be that people who buy weed wont need to go to a doctor as a middleman.

The effects won’t be much different than before: drowsiness, mild euphoria, and an increase in appetite. Of course, that will vary from one individual to the next. The biggest change might be a lessening of paranoia.
Proposition 19 is not likely to pass because it is on the mid term ballot and low voter turnout is likely in any midterm ballot measure. Those who are most likely to vote are most likely to vote against it.
Proposition 19 does not address the issue of industrial cannabis/hemp and is not so much legalization as a broad decriminalization.
If it does pass it will likely have minimal effect on things as it will still be illegal to smoke or possess marijuana in public so all current laws effecting that will remain intact, that is use in any given business will still be prohibited along with any business/employee prohibitions.
That being said ^ it is unlikely that industrial hem/cannabis will gain ground without the legalization of marijuana 1st and the cannabis plant has a great many potential uses to it other than the drug marijuana.
There is a 50 -50 chance it will pass, if it does, it will create legal chaos and we’ll be seeing the developments on the news everyday (like gay marriage and arizona immigration..). Everyone in Cali will light up on Nov 3rd!
