Yes, it will. But it does not mean you can sell it on your own or buy from someone on the street. It will be highly regulated and taxed. You can possess up to 1 ounce, smoke it in non-public places (or places licensed for consumption), and grow it at home in a space of no more than 25 sq ft (5 ft x 5 ft area).
And yes, as you said, it would still remain illegal under federal law, and if the feds choose to, the could prosecute you for possessing, even if it is legal by state law. Currently, the Obama administration is not prosecuting people that are abiding by state law, but that could change at any time.
