Does a sheriff hold ultimate authority for a county? If this is so, then there should be a county-by-county petition to help promote legalization with proper knowledge of how the Marihuana Tax Act of 1938 made it extremely difficult for people to obtain it; and so too would Proposition 19.
Here’s what I think: total legalization without government oversight. Anyone can grow it in private rooms and not allow DEA to come by, as well as not hold it as a means to disqualify from medical care.
