I don’t know for sure but I can guarantee you it is at least 18 years of age since Marijuana is an intoxicant… I doubt it is 21, but it is at LEAST 18.
Make the dispensary owned by her legal guardian.
Other wise she needs to be over 18 in CA.
A minor under 18 can be a patient, their guardian must sign as caregiver and no patients under the age of 18 (eighteen) shall be permitted in the dispensary at any time except in the presence of his/her parent or guardian. Here is the CA law and patient information for authenticity:
