I’m not sure. Sometime in the early 1900s
The marijuana tax act was passed in 1937. It was found to be unconstitutional since it forced people to incriminate themselves which is against the fifth amendment. Basically they said you had to buy a permit to grow marijuana. You had to have marijuana on you to get the permit. Then they would arrest you for being in possession of marijuana without a permit, confiscate you property and put you in jail.
After that they passed the controlled substance act. The federal government has no constitutionally granted authority to do any of this in the first place. You can look all this up. I provided you with names and dates. That should be enough.
In the US, it was first prohibited in 1937 under the “Marijuana Tax Act”.
In reality, the move was made to protect the patents and fortunes of a few ultra-wealthy capitalists.
Here’s some excellent reading on the subject if anyone is spotty on the actual history.

Technically the Marijuana Tax act was the firs time someone was arrested and jailed for violation of a Marijuana law, however there is some controversy concerning weather or not Marijuana is actually illegal and under what context. While it is true that people are in prison for possession, and police and judges routinely enforce Marijuana laws there are political philosophies which would say that there is no authority in the United States that can criminalize the growth of anything for personal use.
While Congress does have the power to regulate trade “among the several states” it does not have the authority to regulate what families grow for their own use (see 9th and 10th Amendments)
However if you are simply looking for a great history of marijuana prohibition there are many excellent films and books.
