It depends on the laws where you live. In some areas you need to be a regular dispensary, ie you need to be a pharmacist.
You need a pharmaceutical degree and a special medical marijuana permit.
in california all you need is your medical marijuana card and file some paperwork and get a permit in your county which is just for running a business. It would be a permit just like getting one for a clothing store.
Actually, you can go to school to learn what is needed to open a dispensary. The school is called “Oaksterdam University” and Richard Lee is one of the founders. The main campus is in Oakland California but there is a satellite campus in Los Angeles.
As a marijuana activist, my advice to you would be to NOT open a dispensary. You may be successful and make tons of cash but the problems you could face will far outweigh the positives. If you get popped by the feds you could lose your money, your house, your family and possibly your freedom.
Instead of opening a dispensary why not be a supplier? You really need to learn everything there is to learn about growing top notch marijuana but if you do, there are about 150 known dispensaries in the LA area alone. That’s where the money is.
