First you have to be a legal resident of the state and secondly, you will need a prescription from a doctor saying that you require medical marijuana.
It appears that in all states you are required to have legal residency. You can only have one state as your legal residence. You would have to change Maine to your primary residence (taxes etc.) which would include a new drivers license, voter registration, among other things. I am in Maine and wanted to apply for mine in another state of which I qualify in but I can’t. I can legally but to make all those changes to legally smoke medical marijuana and it is just not worth it no matter what the benefits may be. I love Maine. I’ll just have to wait until we progress more here. For someone where medical marijuana is the last resort then you can get help relocating your residence by professionals.
