SANTA CRUZ — The county’s Planning Commission voted unanimously Wednesday to recommend the Board of Supervisors pass new regulations on medicinal marijuana dispensaries, requiring them to seek a development permit and operate as nonprofit collectives only within commercial and medical office zones.
