A little while ago my friend bought a hookah and has an apartment in a town center, he noticed a multitude of police driving by. A little later they all stopped and were looking up at the apartment building. Now he was smoking marijuana out of it at one point but can the police get into a gated apartment complex on the basis of smell or a device they think to be a bong or some other device?

If they smell it and they are standing directly in your door way than yes, plain sight, plain smell
As for them standing outside looking up, they have no legal way to arrest your friend UNLESS the landlord was there. The landlord technically has the right to show the police your door and possibly even open it if they so wanted.
The law is not on favor for us, the police manipulate it every way they can to do the “right” thing..
