Is it illegal to plant marijuana seeds in front of public buildings, like police stations, fire departments, courthouses, mayor’s office, ect. if you never go back to cut or use the plants?

Good question. I’ve done it. It’s not illegal if you don’t get caught. And who would notice you scattering seeds?
It happens all the time in Philly. I’ve seen little MJ saplings growing in all the planters in Center City during the spring.
Of course it’s illegal, it’s against the law to cultivate it at all. You probably wouldn’t get caught, as long as you don’t come back, but yes, it’s against the law
Someone would have to keep you around until the seed sprouts to arrest you.
Even if you didn’t cut them other people would if they found out about it.
At a very minimum, it would be no different from planting anything on public property that they don’t want growing there, including legal plants like Catnip or something like that. Tax money pays someone to keep it a certain way, extra plants just makes their job cost everyone more.
It’s a nice try, but the fact is that most of the time this is done, no one ever sees it but the maintenance workers, who may or may not even notice what they’re pulling up and putting in the trash.
