Prop 19 is to legalize marijuana it did Not pass .It would have passed if Prop 19 would have been written better .

Your indicate that the reason it did not pass was because it was poorly written.
There are a number of considerations aside of the legality of the substance.
California may be seen as being a bit bipolar.
The state has a long history about no smoking laws. It is against the law to smoke in a place of business, a restaurant, now even in bars or lines to a movie, or to smoke with kids in the car.
There was even a law that was vetoed that would have banned smoking at all state parks.
Perhaps if prop 19 contained sufficient language to insure constraints on 2nd hand smoke to enable to people to breath clean fresh air without having to assert their rights to do so it may have swayed some voters.
The medical system now in place is known to be a joke. There is a huge number of “doctors” willing to “prescribe” that “medication” for almost any reason. The law is so loose that it is legal for them to do so. A separation should be made from recreational and true medical uses of the substance. In doing so the cost of medical use may increase because the recreational users would no longer need to subsidies their use.
Perhaps some form of identification similar to diabetics that would let 1st responders know that this person may have a condition. But that might sound too much like a police state.
