Pretty much any general vaporizer with a good filter should be sufficient. The reason I say a good filter is because I don’t know how you intend to put herbs in it. If you just use ground up herbs, you’ll need to clean out the filter fairly often, but if you use tinctures or similar liquids, you don’t need to clean out the filter as often, but you might want to run some warm water through once in a while to rinse out any excess residue from them.
If I am correctly picturing what you are after … check out Rainbow Vacuum’s Rainmate. It is an air cleaner based on water that you can add a few drops of PURE essential oil to. Rainbow (no association) wants about $140 for them but you can find on e-bay for under $40. Another option is an atomizer – again check e-bay or Amazon. I like to check Amazon to get the features of all to decide which one I want.
Heat destroys a lot of essential oils, so do not use a typical vaporizer.
